US Strategic Bitcoin Reserve policy
Overview
An executive order signed on 6 March 2025 created the U.S. Strategic Bitcoin Reserve, a federal stockpile of the digital asset. The reserve is housed in offices under the Department of the Treasury. Its funding comes exclusively from bitcoin seized by the U.S. government through criminal and civil forfeiture cases, not from market purchases. The order prohibits any sale of the bitcoin it holds. At the time of the reserve's establishment, the U.S. government was estimated to possess over 207,000 BTC. A separate legislative effort, the BITCOIN Act of 2025 sponsored by Senator Cynthia Lummis, aims to give the reserve a statutory basis and permit active coin acquisitions.
