Overview

Title III of the European Union's Markets in Crypto-Assets Regulation (MiCA) defines one of its two stablecoin categories as an asset-referenced token (ART). Unlike a token pegged to a single fiat currency, an ART aims for value stability by linking to another right or value, or a combination thereof — this could include a basket of currencies, commodities, or other crypto-assets. Any issuer must obtain authorisation from a competent national authority within the EU and must meet obligations covering reserves, governance, disclosures, and a white paper. The stablecoin provisions of MiCA took effect on 30 June 2024. For ARTs that cross certain significance thresholds, supervision falls to the European Banking Authority.
