Under MiCA, asset-referenced tokens and e-money tokens not denominated in a euro currency face restrictions when employed as a payment method inside the European Union. An issuer must halt further issuance of such a token if, within a single currency zone, its daily transaction count surpasses 1 million or its aggregate daily value exceeds EUR 200 million, calculated as a quarterly average. Upon crossing either threshold, the issuer has 40 working days to deliver a remediation plan to its national competent authority, detailing steps to reduce estimated quarterly averages beneath the limits. The European Central Bank pushed for this provision during MiCA's drafting, seeking to curb non-euro — especially US dollar — stablecoin use in EU payments.
