Overview
Under MiCA, asset-referenced tokens and e-money tokens may be designated as "significant" if they satisfy at least three quantitative criteria, including a threshold where the token's issued value, market capitalisation or asset reserve size exceeds EUR 5 billion. Such classification indicates elevated systemic risk potential and imposes stricter prudential, liquidity and governance obligations on the issuer. Following a significance designation, supervisory authority over the issuer shifts to the European Banking Authority. The EBA has issued a decision detailing the procedural steps for the significance evaluation and the supervision transfer, while MiCA Article 119 mandates that the EBA establish a supervisory college for each issuer of a significant ART or EMT.
