Native Ethereum Delegation (NED): Protocol-Routed Delegation With Split-Neutral Allocation and Coverage-Bounded Consensus Amplification

The post proposes Native Ethereum Delegation (NED), an idea-stage Ethereum research mechanism (informally called the Flanders Protocol) in which users delegate to a common native pool and the protocol routes delegated stake to validators, so that a user's commercial staking provider choice does not determine where consensus weight lands. It uses linear split-neutral allocation (D_i = uB_i) to neutralize validator-identity splitting and a Delegation Concentration Envelope to bound consensus amplification from hidden coalitions, with safe delegation capacity scaling with validator participation coverage and a global gamma downweight as a safety backstop. The design also specifies a finite NED slashing claim window (8192 epochs, roughly 36 days), pooled withdrawal liability, and churn constraints, and the author lists remaining blockers before a Core EIP, including parameter selection, pyspecs, accountable-safety analysis, sync-committee semantics, and economic modeling.
