Overview
Dubai’s Virtual Assets Regulatory Authority (VARA) issues the Dubai VARA Virtual Asset License to virtual asset service providers (VASPs). The licence is mandatory for firms conducting virtual asset activities—including exchange, custody, transfer and advisory services—inside or from Dubai, but excluding the Dubai International Financial Centre (DIFC). VASPs are classified into tiers according to the services they provide and the breadth of their operations.
